Flower Basket Request for Proposals

Over the past 13 years the Livingston Business Improvement District (LBID) has provided flower baskets on the Livingston lamp posts within the historic downtown district.

 

This request for proposals is for a five-year contract period from January 1, 2027 through December 31, 2032 and the services required include:

 

  1. Planting 34 self watering hanging planter baskets, they are 22" Top Diameter x 16.5" H and have a water capacity of 4 gallons, with colorful assortments of sun-loving and wind-hardy flowers that are potted early enough in the year for the baskets to be full and beautiful by the time of installation (generally occurs in late May/early June). Our desire is for flowering and vining plants in a range of colors and varieties (such as potato vines) that will bloom lushly and trail below the baskets in addition to standing up to hot temperatures and strong winds. We would like to see flower basket growth similar to the photos below by the time they are hung downtown (full, healthy, and brimming over). 

  2. Installing the planter baskets on LBID lamp posts the last week of May or the first week of June of each year (weather dependent).

  3. Providing fertilizer for the planters to the LBID contracted maintenance person. The LBID contractor waters the baskets every morning (and sometimes in the afternoons if we have high heat and strong winds) and fertilizes based on recommendations from the contracted flower basket grower.

  4. Trimming the plants at least twice during the summer season to dead head and encourage new growth.

  5. Replacing up to 34 dead or dying “portions” of plants in the baskets at least once during the season – this would entail pulling a bad/dying/dead section of the planter and replacing with a new fill-in plant at least 4” in diameter.

  6. Taking down the planter baskets after the growing season. This would take place the end of September or first part of October (generally near or after the first frost).

  7. Store the planter baskets until they are prepared for installation in the next season.
